Power Steering Rack & Pinion Frustration

I have little experience with the power steering system and need some help. I had my power steering pump replaced about two weeks ago and was told that pump's intake hose coming from the fluid reservoir was leaking. I took it home planning on replacing the hose before leaving for school, but simply ran out of time. After coming back to school, I took my car into a garage and asked them to simply diagnose a whine around the serpentine belt and give me an estimate on replacing the leaking hose.
After leaving the car there for a few hours, I came back to find power steering fluid pouring out from each boot of the power steering rack and went in to be told that the supercharger was shot, and the power steering rack was bad, and it was the "power steering rack flinging fluid around which caused the hose coming from the reservoir to appear as though it was leaking." The man at the counter told me that the only way for them to check the seals in my rack was to slit small holes in each boot. Does this sound right? Because I do not think it does. I am frustrated because my car which once held power steering fluid and was drivable, is now parked and rendered unusable until I scrape up the money to get a new rack.
